Titus has encountered varied obstacles to get her FAIR BET Act this far, first attempted back in July 2025, however has been dealing with hiccups like opposition to adding it as an amendment. The invoice seeks to undo the tax provisions in President Trump’s ‘Big Beautiful Bill’, arguing that it might push customers towards the unlawful playing market.

Because it stands, the invoice’s 90% deduction cap would imply a gambler who wins $100,000 after which loses $100,000 could be required to pay $10,000 in taxes, regardless of the lack of revenue.

“My FAIR BET Act has been sitting in Methods and Means Democrat for eight months, regardless of commitments from the Home to revive the total playing loss deduction,” wrote Titus in a statement shared to X. “I’m now submitting a discharge petition to deliver it to the Home ground for a vote.

What’s a discharge petition close to the Home of Representatives?

A discharge petition, just like the one filed right here by Titus, is a procedural system within the US Home of Representatives that may drive a invoice out of a committee and onto the ground for a vote. In the meanwhile, the FAIR BET Act is caught within the Methods and Means Committee however Titus is pushing for it to be voted on within the Home.

The discharge petition sidesteps Home management or committee chairs who’re at the moment holding up the invoice. It requires signatures from an absolute majority of members, prompting Titus’ name for extra signatures in her X publish.
